The superintendent is the chief administrative officer of the Board of School Commissioners. It is the superintendent’s duty, as an expert in public school administration, to put into execution those policies established by the board. The superintendent is the leader and accountable agent for all personnel of the school district, both teaching and non-teaching. The superintendent is the means of liaison between the personnel and the board. The superintendent is the only person in the school district with whom the board normally needs to be directly involved.

The superintendent has an obligation to keep the board informed of the school system’s activities. The superintendent must have a valid means of evaluating the effectiveness of both the school programs and of all the personnel accountable to the position. In like manner, the board has an obligation to keep the superintendent informed of its observations and of public reaction to school activities where there is any significant trend, either favorable or unfavorable.

The superintendent shall be appointed for a term not to exceed five years. (City Charter, Title VI, §6). The board may, at its organizational meeting or at any subsequent meeting, appoint a superintendent who shall not be one of their number. (City Charter, Title VI, §4).

The board shall evaluate the superintendent’s performance after the first six months and twelve months of employment and annually thereafter. The board or its designated members will discuss the results of the evaluation with the superintendent.

The board may remove the superintendent for causes of incapacity, neglect of duty, misconduct, or any ground specified in its contract with the superintendent. (City Charter, Title VI, §6).

In case of the extended absence or incapacity of the superintendent, or vacancy in that office, the board may designate an interim superintendent, who shall not be one of their number, to perform such duties as may be mutually agreed upon. The board shall make every effort to hire an interim superintendent who is fully licensed. The board may appoint an unlicensed individual who has appropriate background in educational systems in an emergency, as long as the person meets the requirements specified in the State Board of Education Manual of Rules and Practices, 5350-5364. The appointment shall be made at a regular or special meeting called for that purpose.
