Philosophy
The Montpelier Board of School Commissioners believes that all students
have a right to receive an appropriate education in an alcohol- and drug-free environment.
Toward that end, the board encourages educational programs that provide every
student and employee with an understanding of the physical, psychological,
social and legal dangers associated with alcohol or drug abuse.
The Montpelier Board of School Commissioners
believes that chemical abuse and dependency are treatable health problems and
that they are primarily the responsibility of the home and the community. The school shares this
responsibility and sees its role in the areas of prevention (education) and
intervention (identification and referral).
Community and schools share in this
responsibility because chemical problems often interfere with behavior,
learning, and the fullest possible development of each student and with
employee job performance.
It is the policy of this school district that no student or employee
shall knowingly possess, use, sell, give, or otherwise transmit, or be under
the influence of any illicit drug, regulated substance, or alcohol on any
school property, or at any school sponsored activity away from or within the
school. This policy is not intended to preclude the use of prescription
medication by a person for whom such a medication has been ordered by a
physician.
This policy shall be implemented in accordance with the attached
procedures, which shall be considered to be part of this policy.
The superintendent will cause a biennial review of the District’s
Alcohol and Drugs Policy and Programs to:
A. determine the programs’ effectiveness and implement changes to the programs as they are needed; and
B. ensure
that disciplinary sanctions are consistently enforced.
